Maybe, but it's more likely both of them were considering leaving for years. They've been checked out for a while. If Ame had any real influence on Gura's departure, you'd think Gura would've taken the ame way, right?

If anything, I think it's equally likely that both decided to leave completely independently. Dooby seems to have been at least somewhat inspired at Doki's relative success after being expunged. She even reached out directly to Doki (who subsequently fangirled out because she never expected that to happen) for advice and collabs.

In the end, this is a major, serious career decision they couldn't have taken lightly. They were on top and they knew they were on top, so throwing it all on a gamble going independent must've taken a LOT of consideration.

Ame was let go first because she took the affiliate option and obeyed the company and did what they wanted, the rest were queued up while they tried to use leverage over them to force behavior

But we know Gura quit before Ame left (the problem is we know Ame intended to leave years before she did). The fact is, it's very likely those girls all decided to milk the company for all they could and quit extremely early on when fans were complaining about them and all the signs they were bad streamers and fighting with management actually were them planning to leave all along. People act like the reasons they left had anything to do with what's going on now when they never even participated in the modern Hololive and checked out long before the reforms.

Nobody's arguing there wasn't some sort of "shove this shit all out the door" at the end. But obviously there were contracts and such to consider and the day you quit mentally is not going to necessarily be the same as the day you let the company know you quit. Given their behaviors, it's highly unlikely most of them (except maybe Ame who was very naive) wanted Cover to know they were quitting until the last possible second.
