A lot of the artists that make chuuba designs are also illustrators for gacha games and if not, a lot of them are inspired by the gacha illustrators. It's not surprising that ther's overlapping design sensibilities, especially when both really want something that's flashy and stands out in a very oversaturated market.
Honestly though Hysilens looks a lot more like a vtuber than Cerydra does which is probably just cuz her design is symmetrical, you can instantly tell Cerydra is a hoyo character from the stupid detached sleeves.
