I doubt VTuber clippers will be hit very hard by this. The target here seems to be reaction "content" and people leeching off of larger or more popular creators. Clips translating one language into another are likely going to be fine because that's important for branching out to larger audiences, and subtitling clips is likely also safe if enough effort's put into it. The only clippers who are going to suffer from this are the ones who lazily clip EN content and put a clickbait thumbnail over it
