I can see it from that angle but there are a lot of reuploaders that take popular Youtube videos and reuploads it in shorts format and vice versa and all these other shitty things that people do low effort to get money on the platform. Clipping is one step removed practically and you see it even outside of Vtubing where they will cut portions of an interview or podcast into snippets and I am not surprised it is being targeted. I also forsee a lot of stuff adjacent like movie/cartoon/anime uploads of specific scenes or live concert clips which will also come under scrutiny. This enforcement will change Youtube, possibly for the better. For Vtubing, it just means clippers will need to get formal permission in order to avoid the banhammer.
