Not sure what's so unnatural about Pekora and Vivi getting along. Pekora has always been going at her own pace. Pekora becoming friends with Shion was pleasantly unexpected too (Recently brought up Shion's swimsuit when talking to Marine and Vivi about old holo swimsuits).
She seems very unpredictable with the things she likes, her decisions, and behavior. Hell, sometimes she pulls off something incredible but isn't surprised in the slightest and other times she seems below average
