I know it's her personal phone. It doesn't change the fact that the push for better technology should come from the top down though. COVER doesn't seem interested in improving their setups at all. I was watching Biboo the other day and she had to disable HDR in-game for example. Why is that? It should be possible to live stream HDR video nowadays but obviously the tech isn't there on their side yet because everything had that classic "blown-out" look when things aren't calibrated correctly. So she had to disable it.
Fair enough, live streaming is hard and you could just as well blame Biboo here. What about concerts or 3D lives though or things like Holo Earth? There's no push or drive or desire to do better. Nobody will ever say to IRyS "Look, your PC is shit. You need to do better". The culture isn't there.

That's what tone-mapping is for. Every HDR video is incorrect for everyone's display unless you happen to have a display with the exact same peak brightness. Your video player has to perform tone-mapping before sending it off to the display where it will do clipping and make approximations for how it should look. Provided your player is not complete dogshit and is doing its job properly then this will still look better than viewing it in SDR.

I will say one reason why I don't like HDR streams/videos though; my laptop and desktop PC are technically rated for HDR but I don't use it because they don't have the brightness nor are they OLED. When you watch Youtube videos with that however it loves to turn that shit on automatically

Your display is probably doing HDR10 which is not technically HDR at all. With proper calibration even an IPS panel will look good playing back HDR video. The key is it really does have to be calibrated correctly with the exact peak brightness value of the monitor otherwise things will look blown out.
My main monitor supports HDR 600 and it looks great when playing games or watching HDR video.
The cheap portable monitor I just bought also supports HDR albeit with only 500 nits of peak brightness and when calibrated correctly it does look better with HDR on but only when it's configured right and isn't trying to push higher brightness values through it.

That's a myth. Many display manufacturers are moving away from OLED themselves because of burn-in and moving towards QD-OLED or QLED, etc.
There's nothing about HDR that requires OLED. It's just that people often form false associations with it because they are expensive displays that highlight these features and don't fuck consumers over with HDR10 (stay away from any monitor advertising that).
IPS panels are still capable of outputting decent peak brightness without things being blown out, they just don't have proper backlight zones and edge lighting but they're still decent with proper calibration.
