At some point they were like

so probably management went like "wait a minute we really should have glove rules" after years of coasting off of holos doing it voluntarily
reasons are obvious, doxshit. the only official rule that we know exists is to not show "identifying marks" but if your hands are as generic as they come then it's basically ok, assuming they haven't outright put glove rules in place now.
