Vtubers do have to consider whether their actions cause them to lose fans but I am really skeptical that Saba wanted to lean that much into lolicon stuff. It got her a lot of backlash and some really horrible coombrain trolls. With how quickly the intro animation got changed though I think she had already ordered the new version even before her debut.

Well someone at YouTube likely did think Saba was breaking their terms of service. They might have sent her a warning shortly after debut and those lolicon jokes were a bad idea. Hololive usually gets away with lolicon stuff but the rules can be harsh for indie vtubers.
