Alright, time for some artfuckery talk:
The overall design of Nimi is quite simplistic, but simplicity itself is not a bad thing. The problem comes from the fact that the avatar tries visual cohesion through color distribution. Now the colors used are fine for the outfit, but they make the head look awful and dull.
Most of the outfit is white - nursecap included, which means the hair and eyes have to color complement the beige waistbag and dark green undercoat. But these colors make for incredibly dull hair and eyes, especially against such the overpowering amount of white.
Compare Fauna's eyes (gold, complements the apple and the inside of the overskirt) and hair (bright green, complements the flower detailing on the inner skirt), which stand out both due to being bright strong colors against the dark teals of the chest and inner skirt, and because there's much less white in Fauna's design to drown them out.
tl;dr dead eyes and dead hair because the white dress and stockings hog all the attention.
