The real reason is that Hololive is super coy about outside collabs. For example, see how sparse Kiara-Pomu/Mint collabs are and how Mori isn't able to regular stream with the Ironmouse/Trash Taste sphere (even though she obviously wants to). That goes double for Nina who is 10 times smaller than CC.

The reason why is purely strategic. Hololive wants to be a coherent group where once you see one of their talents you organicaly discover the others and not some random VTwitcher. For that to work they need to do 10 times more collabs with each other than they do with people outside the company. Which means limiting collabs to view high opportunity collabs.

I think a fair analog is Mori getting Milkyqueen on, which she managed to do trice over 5 years.

Shit like collab bans have been disproved, talents clearly just want to stay within the walled garden first and foremost. A lot of them drop their previous social circles when they join hololive. Depends on the talent. Otherwise you'd have Nimi/Shondo collabs now because obviously they are friends and they made up right? No, Nimi/Lemonleaf dropped Shondo the way Soya did with Nina. It's a simple ego check, and the simplest explanation is that neither Shondo or Nina is worth Nimis or CCs time of the day now.

This shit is a business, someone people grift hard and dont care. That's where hurt emotions come into play, as seen here with Nina and back in the day, multiple times, with Shondo. It's a perfect parallel.

Does hololive want this? Not really, otherwise you would see NO collabs outside. Managing a whitelist for hololive where management is notoriously shit I deem impossible. They can't even get basics together very often.
Talents keep it a closed, walled garden. Each talent is their own business. They are cutthroat about it. It sucks, because some people thought they have made amazing friends in vtubing, only to figure out it ain't so - they were just a stepping stone.

And the Shondo/Leaf situation is not the same. Lemonleaf was Vtubing less than 6 months when she stopped streaming as an indie. The Beaner was Vtubing for more than halfe a year before she even started and through most of her hololive career. These are not analog.
