if it's putting down a savestate after every inch of progress and loading after anything slightly unfavorable occurs it's cheap
if it's after a long endurance segment that you've managed to beat a few times already and the game just doesn't offer a checkpoint afterwards i think savestate is completely fine
i dunno why this creates so many polar opinions, its a compromise for the sake of entertainment value so that the stream doesn't get bogged into replaying the same part for hours

As long as they don't abuse save states reloading it every minute or less. I don't do save states or rewinds at all. I was able to 1cc a few games this year even without them. Got some easy ones down like Rastan, Joe and Mac, Toki, and yesterday with Elevator Action Returns.

I understand. They don't want to be playing the same game for seven or more streams due to how difficult the game is and what it can demand from the player. I'd have a problem with it if the streamer was arrogant thinking they were good at video games, but at most they say it tongue and cheek so that doesn't rub me the wrong way. It is appreciated that they don't use such external tools, I can see why some resort to it.

Yeah, Omega Boost is pretty good, the only non-Grand Turismo game they ever made. Final level should be right after the timed stage. Ririka figured out you have to gun down the pulsing blue appendage on the boss to do damage otherwise it heals itself. Final stage is all the final boss with three forms. We will see how fast she catches onto the first phases gimmick. If you use your lock on plasma on it, it reflects back to you so you have to go gun only.

Ririka tends to try to brute force her way through boss gimmicks even when unprepared for them so it could take a while, especially with 3 phases. However a cut and dry gimmick of "everything reflects back if you lock on plasma" would make me try something else and figure out a gun works quickly so I don't think that sort of trickery will slow down so much as needing to go gun only might. In a way it is trickier if the reflection was less common so it almost seeems like it is working and you are less likely to explore alternative tactics that work better.
