Doing collabs, shows, and other projects with the other livers, and helping them with editing and such, is a great way to help out the other livers, both in terms of the quality of the content she helps them create and also the happiness they get from having her as a friend. And by limiting her help to projects which would happen regardless of whether or not she participates in any way, Niji gets no direct financial benefit from her helping the other livers behind the scenes
And to top it off, they can't legally fire her for not streaming - not only is she helping out the other livers with their own streams and projects, but there are a few JP livers who have been on "hiatus" or on actual hiatus for longer than she's been in the company, who have put in a combined effort over the duration of their respective years-long hiatuses that is less than what Petra did over just the past week, and who are still nominally "active" and in good disciplinary standing with the company

The main thing she's still in Niji for is pretty much her visa and studying in Japan. The only reason she would do this indirect help but no direct channel revenue and etc. is pretty much because she doesn't want the company to benefit but she still wants to keep her visa while studying so that allows her a way to retain her position but not give the company anything. Who do you think did the translations and etc. back and forth with Selen and whoever was on top in Japan trying to get her to back down and not quit and apologize on the corporate side at the time with the incident? We know that EN management was trash and pretty much had no bilingual ability and each talent in NijiEN had to fend for themselves and all the Japanese speaking talents got a leg up due to that.
Petra moreover also pretty much had cemented herself already the go to translation support person inside NijiEN and moreso as Selen's genmate, there was no reason not to go with her when Selen and Anycolor HQ started to throw down the gauntlet behind the scenes. She would not have tweeted this out either and it's pretty telling she blames herself here. The only way she would've gotten involved in that whole mess to blame herself like this was if she was a liason, there's no other avenue that would makes any sense.
The pity is that she will most likely never be a Vtuber again if she quits. She had some quite really nice streams between music, art and etc. when she was still putting in effort for streaming.
