They probably aimed for the two easier gets first, up until they got both Nina and Mysta to sign on the contract with dried ink. By that point, Gunrun probably didn't feel the need to settle for either of them and then just quietly ghosted them.
It was also probably why they were so okay with Matara being essentially soft-fired from the company. If Gunrun could snag up Mint in her place, she'd be an easily more popular substitute.
