That's a reference to The Odyssey. Penelope is assumed to be a widow after her husband Odysseus failed to return from the Trojan War and was considered lost at sea. She is urged to remarry, but doesn't want to. In order to dissuade suitors, she tells them they have to be able to string her former husband's bow, or else they're not man enough to marry her.
