I don't think Mumei or hololive are dumb enough to think the citizens aboard the hindenburg deserved to die simply for riding an airship owned by their government, which would basically be the conclusion if we accepted your "based" interpretation.
More importantly, kanauru replaced the airship's Nazi association with imagery related to Kiara, the only German-Austrian in the entire branch at the time, so it felt like he absolutely knew what he was doing and was being completely tone-deaf, especially to Kiara, who most people would probably assume wouldn't want that kind of association, even in a humorous or historical context. It just reflects a complete lack of tact and a great deal of poor judgement on his part.

I think it was especially ironic that he slipped in a kiara-themed Nazi airship into Mumei's MV without her having time to go over it. Itโs humorous insomuch that it demonstrated a particularly low amount of judgement on his part, resulting in a high degree of second-hand embarrassment. I'm having a difficult time understanding why any of this would make you upset.
