$500 including rigging? You'd probably have to rely on relatively cheaper artists from SEA/LATAM and find some cheaper riggers too. Rigging could cost more than your model art + design costs (if you don't have a design yet).
But like the other guy said, if you haven't streamed before, get a premade and start from there. You can always rebrand or alter your design later.

You can buy a premade, navigate the hellholes of etsy or fiverr to find a third worlder to make and rig it for $100 or find new artists that are still gathering a portfolio underselling themselves on twitter who will charge 100-300 for the model and the same for rigging. These are the best ways to get a decent model for cheap but you'll have to watch out for scams. Look through vtuber debut tags on twitter and find predebuts that already spent money on their models and check their artists. You can usually find a decent etsy seller or newbie artist for cheap this way if you ignore the obvious scams.

Adding to what >>103118776 said; If you're seeing a twitter profile with a LOT of VTuber models with *different* art styles in the person's gallery, it's a scam (sometimes they don't even bother removing the watermark left by a different artist). If their profile header screams "graphic design is my passion", or they have an obviously AI generated anime profile picture, or they feature one of those weird western style streamer logos that VTubers would never get--those are scammers.
If someone asks you in your own Twitch chat if you'd like to see their arts, chances are it's a scammer. Those people also usually have AI-gen profile pics and names with numbers in them. They usually get super defensive about it too.
