The best Runie moments arent exactly very clippable. Most vtuber clips go viral because its a funny wtf 30 second thing or a "streamer wrong lmao" moment. Runie's thing is doing community wide mindgames or roleplays

Her streams are silly and affectionate, phase clipfags don't like that. Same with erina and hina. Since individual phasers lack brand power, clippers have to rely on shock factor, hype moments, chat banter, ragebait or lewdbait to get views.
This isn't like holo where you can post a sneeze and get 100k+ views(just stating facts here)

1) The average clipwatcher has an attention span of about 40 seconds. Meanwhile most of her greatest moments have insane buildup and require context to hit. Doesn't help that most of her humor relies on layers upon layers of inside jokes. She isn't cliplable and only someone who would be a regular in her streams anyway would find her entertaining.

2) The general Phase audience doesn't like her too much her and she doesn't vibe with Phase culture. She's one of those Holo-rejects who didn't make the cut, even though she would have been a better fit there. Instead she ended up getting into the only corp that would take someone with her track record in. So the amount of potential Phase-clipwatchers is automatically diminished.
