I think, statistically, it does increase damage IF it's on someone like Verso, who does a bunch of weak attacks.
Assuming I'm reading it right, it doesn't do anything 50% of the time, doubles 25% of the time, and halves the final 25% of the time.
However, it takes 2 half damage hits to equal one doubled hit, thus increasing your damage. I believe, on the average, it's a +12.5% increase in damage.
That being said, it is terrible on attacks you only do once or twice a battle, like the Gradient Attacks, and probability isn't necessarily going to be on your side for the short term.
