Cover is encouraging more limited sets even with bad economic conditions. That is a nasty combination for the EN branch so unless they set low numbers, or have many JP fans, they are not selling out their limited sets. The graduation wave also hurt since that demoralized the talents and the fans.

It doesn't really matter since it costs them (Hololive members and Cover) nothing. Those "limited sets" aren't really already made (or in other words, the "stocks" aren't actual items), their amounts are just set based on the amount of times the talents are willing to sign their cards. At most not selling out those merch only hurt member's confidence.

If I were an EN right now, I would just set it to unlimited signed sets. No worry about confidence issues, and it's not really a burden if you actually pace yourself in signing them like Mio does.
The only exceptions I'd make are FWMC, who might actually sell enough to get overwhelmed, and Cece, who has nerve issues in her hands.

The corpo merch shilling is mandatory and most of them know the economic conditions are bad for expensive vtuber merch. There is a small chance the IRyS limited set could sell out but given the current situation 1950+ sets is really good.

There were other EN talents in other gens that were so worried about tariffs they released 1500, 1000, or 700 limited sets. Tariffs are making vtuber merch a hard sell but IRyS did spend 15 minutes doing her best to shill the merch. Still a maybe but there is a chance if she can convince a few dozen casual fans to buy it.

Even if she does sell out it's a terrible outcome compared to previous years. This is limited sets. It's NOT supposed to account for the total number of sales. Past years she'd sell out 2k limited sets in 10mins and then people would buy the non signed standard sets for the rest of the merch window. Now we know exactly how many total sets she sold and it's 2k max instead of minimum.

Cover wanted the talents to boost merch sales even with the tariffs. Fans are more likely to buy limited sets while they are more likely to skip on the standard sets. While this does remove the mystery in terms of the upper limit for Hololive merch sets it was obvious the merch buying fans were a tiny fraction of the total fan base.

If there were 1500 limited sets and 300 standard were sold that would be 1800 in total. If there were 2000 limited sets and 100 standard were sold that would be 2100 in total. Cover decided they wanted the highest numbers which should not be a surprise to anyone.
