it's the fault of the game forcing itself to continuously add stuff on top of existing stuff, sequel after sequel (particularly within the ezio series)
Ezio originally had a clunky crossbow that took a second to aim and reload.
then part way through AC2, Leonardo Da Vinci discovers some ancient blueprint written down by altair and follows its specs to "reinvent" the hidden gun for Ezio; it dealt more damage but carried only a small number of ammunition.

but of course when you go from Ezio 1 to Ezio 2 (brotherhood) and later to Ezio 3 (revelations) they couldn't take that away from the player so you end up with a huge arsenal of different stuff that are very similar to each other
