In comparison twitch has been accused by advertisers of "inflating" view counts to them a fair bit in the past.
When anons talk about a cull they mean YouTube is now more aggressively undercounting viewers, either deliberately or often due to some bug on their end.
It's happened many times now and there's a lot of evidence each time, if you want to dig through all the schizos trying to hide it so they can use it to attack whoever they currently hate instead.

NA viewers, for example, are worth more ad revenue so generally get hit much harder by these culls. So it generally doesn't effect everyone equally.
It also has a habit of not effecting actual bots much only real viewers. Given the current rampant botting problem, it's a bit of a mess for trying to get real data
