No, most people, and especially in anime related media, prefer light skinned girls, brown girls are popular because they're rare, and even then they still end up being unpopular a lot of times.
I'm not that racist btw, but this is really easy to notice, a reason for that is probably that while brown people are somewhat rare in anime, they're what most people see in real life, so most people probably don't want that in fiction.

The most important facet is the fact that the father's of the 'anime style' learnt from western artists. Tezuka (Astro Boy fame) took inspiration directly from Disney and Disney was distilling romantic-era European work.

Go Nagai (Devilman) who created the modern anime style based his work off of Tezuka and American comics. Which created modern Shonen which bore things like Dragon Ball and YuGiOh

Leiji Mastumoto (Space Battleship Yamato) took in romantic and classical-era European works.

The entirety of Shoujo was established by Macato who (you guessed it) was inspired by Tezuka as well as western fashion magazines like Vogue and he was fascinated with Romantic and Rococo art, which is again European. Macoto would then inspire the authors of Rose of Versailles and Sailor Moon.
Just everything about modern anime/manga and it's style is purely based off of European aesthetics and anybody who says otherwise is absolute cope. It's a fundamental part of the medium so deeply ingrained that it can't be removed from it.
