HoloID is a weird idea and I don't know why they did it. There's a relatively small market there since interest in vtubers generally overlaps with interest in anime, and anime isn't so widely popular in Indonesia. It did result in most of the talents being at least trilingual and having Japanese and English speaking fans as well as Indonesian. That also expands collab opportunities and helps bridge the language barrier between EN and JP since the majority of EN know a little JP but not enough to be fluent, and vise versa.

Hololive copied the indonesian branch from nijisanji. at the time the country had all the general data to justify opening a vtubing branch there: lots of people + rapidly developing market + general interest in anime. even today every third holo fan or clipper you see on x is SEA. this is also around the time niji was opening other east asian branches (kr and cn). it was a "throw everything and see what sticks" strat that you don't see cover and niji does today.
japan is also a high trust society where the thought of a race of people hating their own kind as much as SEA was baffling. if Cover got popular today they will open a KR branch before ID.
