OP, you posted an image of a seat reseller, something like vividseats.
Cover has already been paid for those tickets at the rate agreed upon between them and Ticketmaster/Radio City Hall.
There are only a few hundred tickets out of 12,000 that have not been sold by Ticketmaster, and that's mainly because Cover offered them up so late for no fucking reason.

It's so retarded, I visited the US 5 times, never overstayed or anything.

It's cause the Brat discord bought up 450 tickets and hoarded them. Even in the big HoloTakeover Fan Discord (The one that arranges the big meetups) people were talking about the seats still left today, and many didn't know that the Brats did a group buy, let alone where to buy these resold tickets.

Those were the tickets scalped by ticketmaster themselves that they released.
What's funny is that besides for a single tweet cover didn't do any effort to promote these and none of the girls ever mentioned them. So I'm guessing they also already got paid for these.
