Mare Synchronus is an ecosystem for sharing mods between people ingame. If you mod your character to look a certain way then only you alone can see it as normally mods are client side, with mare you can see other people who have modded their characters as they appear in their own clients and they can also see your own modded character, if they too use mare.
It's basically like a not so secret club for RP and ERP. This is quite concerning because usually Square never enforced their anti-modding policy, up to now there was an unspoken agreement where they let you mod the game as long as you don't tell everyone that your client is modded.
