Anon, there are around 40 seats in one circle and 20 in the other. No way Cover expected that many VIPs, friends & family (and if they did, no way they'd have put them up on sales again unless around 60 people with connections to Cover all decided to bow out of it for some reasons)
I can understand if this is something happens only in this event, but Ticketmaster did this in almost every events under them. It'd make more sense to assume that TM just did their usual things than not (but backfired since people didn't entertain scalpers as much as they expected).
