There's a form you can fill out for guests - both if you're willing to attend and for ones to recommend to invite. The organisers then send out messages to people. 2 views will be most likely to accept the invites compared to bigger creators.

They are a small non-US convention, so they don't have an army of 3views (and a number of 4views) applying. It's also a purely a vtuber convention, so the staff probably knows how to check if the 2view is good/presentable enough - go to their random streams and check if audio/accent is good enough and they don't swear every other word.
