if Cover knew ame/gura/mooms/fauna were all leaving like a year in advance I can see that, but from what we know of the timelines I think they only knew about Ame in early '24.

assuming they thought there'd be a couple more girls still by now they should still put out a new gen, and better yet an EN5 would be a bulwark against further unanticipated graduations as well. like if they aimed for at least 18 people and have 20 now they'll hopefully still be good for a while.

You mostly listed several JPs and their viewers have plenty of alternatives to go to. Nerissa's numbers go up and down like a yo yo depending on what she's streaming and she's lost a portion of her CCV since last year. ERB on the other hand has kept her fans happy by regularly doing karaoke, which is precisely what they want from her. If Liz suddenly stopped doing karaoke and streamed with the same frequency her numbers would eventually drop off to a much lower level.

Justice has shown that there's not really enough support amongst existing fans to prop up new girls. There's also not enough new vtuber fans to really give their support. I think HoloEN will stay in their weird stagnation until JP gets new gens that aren't side gens like Flow Glow.

I think you have it backwards. They probably not only knew about the graduations, but held them back until Justice is out and had some time to establish itself. That's why there were so many of them at once, the older members weren't needed anymore after the next gen was established.
