I am not sure if that's a valid fear. Countries like Germany have their AoC set to 14, yet don't experience significantly more sexual abuse cases per capita because of it.
If what you were saying were true, we'd have countless documentaries and articles about the hidden side of Germany's grooming problem, or whatever.

It's always an attempt at overpowering someone to shut them up,
