What you should be looking at is what state is passing what laws.
For example, here's the list of states that passed age verification bills which are designed to ban porn and anime because the system is either prohibit expensive to enforce and intended to have you fail a check to where you then get prosecuted or dragged into court for the sole purpose of financially ruining you.
Almost every right wing state has passed it into law, where the left wing states have been actively resisting it to the point of killing bills.
Maybe there's a pendulum, but right now, it's pretty clear it's conservatives who want to ban anime and control vtubers through the force of the law in America.
