yeah, most of that content would need to be prerecorded.
something like
produce episode of hololive/niji/phaseconnect "behind the scenes"
buts its a parody of what happens behind the scenes, in 3d fullbody tracking
for phase connect it can be about the life of a vtuber that also works packing up coffee
or for niji about destroying their talents lives, edging them closer to suicide (it can be a drama series)
and hololive, idk, some mythical creatures taht pop in to this realm to recruit mankind as their slaves
i dont know any other vtuber corpos, but whatever theme they based their company on or "gen mates" can be the theme of the series, and it doesn't even need to be that long, 12 episodes, 20-30 minutes each, following a well scripted story (hence the hiring of writers)
then have a live stream 1-2 days after release, chatting and hanging out with chat
its not that hard, it just takes a little bit of dedication and experimentation.
the first few episodes would probably be very amateurish, but get better with time.
but like i said before, very risky, since the investment may or may not succeed.
with time they'd need to invest in 3d developers for the environment, props, etc, depending on the success of the venture.
