Maybe for EN, and that makes sense because the people who sometimes buy merch and are casually interested in the concert stuff are turned off by the general decrease in stream time overall by the whole branch. Those people are the bulk of the merch getting sold even if the hyperfans want to pretend it's totally them buying everything. Stop streaming, stop keeping casual fan's attention, stop getting the bulk of sales. The tariffs also scared away any NA person buying.
You can really see the effect for talents in EN who have little to no reach at all with JP casual fans.

The issue isn't so much "pandering to shareholders," it's that people invest and apply to work there based on a flawed understanding of the business and whether or not it can make money. A lot of these people are from the entertainment sector and think of the talents as marketing mascots rather than talk show hosts, which makes it look way more valuable than it is, but also they have way less control over their growth than they think (except to ruin it).
