That wouldn't be a problem, there is reason it is calculated as a ratio of likes / average.
The average CCV already factors the length of the stream as it is the weighted sum of each datapoint taken from the stream divided by the stream length

There is even an easy to understand way to explain that ratio
>likes / avg CCV = how many unique people left a like in the stream divided by the average number of unique people that were present for the most of the stream.

That's what the average represents there, how many people it would take to replicate the area below the viewership chart with the minimum amount of people.
Likes and average obviously don't correlate 1:1 but a discrepancy that big

is a very good tell for AT VERY LEAST a very unengaged audience.

Again, this has no predictive power, there is no set formula for how many likes a stream should have for a certain average.

A 12 ep anime is a 2 million dollar and 1 and half year production.
Since cover is unable to retain talent, no one will finance that. (can't risk the characters to quit/get fired in the middle)
Then 2 million is not that high for cover to... cover it fully, but to make a decent anime you need a limited number of characters, making it a risky localized investiment, and not sure if the girls will be also willing to pay a big quota.

On plus side, holive is HUGE with ALOT of big profile animators/anime staff being fans, a holo anime can easy get passion project status and go big.
