Mel was only the biggest for at most 2 weeks after her debut. She wasted whatever initial advantage by not having full faith in what Hololive could become and focusing more on Rica. The advantage she got from her other work drawing eyes melted like snow in summer as Fubuki, Matsuri and few months later Gen2 put in more work than she ever did into building up Hololive early on.
It also didn't help that she had the personality equivalent of watching paint dry, something painfully obvious when compared to nearly all her peers.
