Depends on the continuity. In games with freeform evolution it's simpler to let the player evolve Angemon into Angewomon, but that's getting rarer as they add more angel-like Digimon that they could use instead.
In Tamers, Renamon said that Digimon don't have genders, but the person hearing this immediately dismisses it as Renamon being an obvious woman who's just saying that because she thinks being feminine clashes with her image as a stoic warrior. IIRC in the larger franchise part of the concept of the Renamon line was going from neuter (Renamon) to masculine (Taomon) to feminine (Sakuyamon) in reference to youko myths. And there have been Taomon in other media with male voices, though they've never been shown evolving.
I think Ghost Game is the first time the franchise has had explicit human/Digimon romance
