There aren't many works about foot fetish for a female audience, but you are kinda right.
Men who are into foot fetish usually diverge into either "I like female feet because they are delicate, clean, and aesthetic" where you like the feet as anatomical part and its decorations (toerings, toenail polish, etc.) or "I like dirty and stinky female feet" where the point is how you humiliate and degrade yourself into liking something dirty.
Foot fetish for a female audience is in the middle, there is a "male submits to the woman" aspect but the foot itself is clean and elegant. Personally I think this is the best, because there is submission without degradation, too bad very few female authors do it.
OFC this is a massive generalization of what is the most common fetish out there.
