I think the problem is they don't have subgroups. Like it has to be the full set. And some of the girls (less so since the two new members replaced the old) don't really naturally bond or hang out with others. But if they could be Holowitches without all six there are already natural pairings and friends mixed in there. It could be a justification for more Marine Miko collabs for example since Marine takes it quite seriously, including the manga. It's weird they didn't do voiced manga chapters at least like Shiraken did but I assume it's because Cover wants this to be a real anime.
