Ultimately it's up to the JPtomos to fill the venue. It's a lot cheaper and easier to catch the train in Tokyo than it is to catch a flight from another country and book a hotel. Kaigaitomos are a nice bonus to the numbers, but the success of the event depends on the JPs.

The more realistic answer is that cover probably don't like her using it too much as it deviates too much from her base image. Are there any current talents with an outfit that has completely different hair colour? Could be that this is allowed because it's a nostalgic throwback or something.

Well, she wanted to have that Halloween party. Maybe she thought she could make it a yearly thing.
And perhaps that's the point: perhaps the other alts would also have been only permitted sporadically anyway. At least Halloween Sora is tied to a specific yearly occurrence whereas Yukino and Yoruno aren't.
Are there any times now where the latter two would be appropriate? Sora is now full Sora through and through.
