NTA but if your definition of bullying is the typical highschool chubby tall kid gripping you up by a locker to take your lunch money, that's not how bullying works in Japan.
In Japan it's a lot more methodical and underhanded. You get excluded and isolated from many activities. They don't declare it either. They'll just stop talking or just move elsewhere. You basically don't exist. But behind your back, they'll say all sorts of things about you and basically sabotage your image, which then makes other people not want anything to with you because you'll become guilty by association.

Considering how prevalent social media is now, how high the suicide rate is over there and how extremely common this is, yes, it is bullying. In western culture, when you stand up to the bully, they usually fuck off or suddenly start being friends with you. In Japan, you can't stand up to it because it's groupthink and extremely passive aggressive. It's hard to fight against that.
TLDR: Western bullying is confrontational. Japanese bullying is extremely passive aggressive and very similar to office bullying. If you think it's not that bad, you've never experienced it before.
