Maybe I'm overreacting given my past history with mentally ill people in therapy, but I would argue that an "explanation" in absence of a way to do better is an excuse.
You could argue that there's a "sorry" in there, so therefore it's not entirely an excuse, but as that sorry is devoid of going into specifics what she's sorry for, I'd argue it's a lack of accountability and more a way to get the angry mob away from you than an actual ownership of why what you did was bad.

Social interactions don't ever exist in a vacuum.
If you've fucked up what you should do are these steps: Identify what you did was wrong, take ownership of that being done (that's the part where you apologize) and explain why it'll not happen again.
An explanation can very easily become an excuse, in fact I'd argue the majority of people explaining why they fucked up are actually excusing it, rather than explaining it. The differentiating part is if the explanation is part of the ownership step (then it's an excuse) or part of the "explaining why it won't happen again" step (then it's an explanation).

Let me give two examples to illustrate:
Say I have BPD and I occasionally get into manic periods where I do things that hurt the people that matter to me.
In one scenario, I apologize afterwards, try to mend what I broke and explain my medical condition so the other person can better understand how to handle my outbursts. This is an explanation.
In the other scenario, I apologize afterwards, but you have to understand that I have BPD and can't control my mania. I'm sorry it happened, but really I wasn't being myself. This is an excuse.

The thing that bothered me about the situation though is that pretty much everyone put on their blinders to floki's statement(to be fair he did get some hate but it also wasn't looking at his statement in a honest manner either) and acted like shondo's statement was some how worse when it wasn't.
