anon, the original illustration seems to be 1506x2140... and yours is 1240x1753... they're essentially the same aspect ratio... and you need it smaller? most OSs will resize larger images automatically quite efficiently, and if you REALLY need it, most softwares do that as well without any noticeable loss of quality whatsoever.

Because the original pixel art is 320x180 and 3840/320 = 12, an integer ratio.
4096/320 = 12.8, which is not an integer ratio.
When using nearest neighbor, that results in unevenly sized pixels (12x12, 12x13, 13x12, 13x13).
When using a better resize method that anti-aliases the pixels, that results in slightly blurred edges and a bigger file size.
Only an integer ratio can result in sharp and even pixels.

Do you need the background? I believe it’s a background screenshot from Violet Evergarden if I’m not mistaken. Or do you want the girl? I'm referring to all the small dots of white that give the image the appearance of fabric? The background isn't as flat. Although frankly getting rid of that affect might make it look worse. One of these days I'll need to sit through the GIMP tutorial.

Ah, I see what you mean.
There are much fewer #555555 pixels than there should be.
The quick and dirty code I wrote to generate the noise had some issues.
I was using a blue noise texture with too little precision and the way I was mixing in white noise was turning the distribution into a Gaussian.
I fixed those problems and now the noise is much more like the original.
