this wallpaper was actually bad.
apparently the top bar of vita hides part of the wallpaper, so we actually need to add a redundant bar to the top of the wallpaper not crop it. this is not the case for wallpapers provided through themes, only manually selected wallpapers.
I fixed the wallpaper with the new requirements. I also moved the text so the lock screen peeling ui doesnt overlap the text.
