Anon is referring to the fact that you probably mean 1440p and 1080p, which is the standard way to refer to 1920x1080 and 2560x1440 HD resolutions respectively.

So it would be clearer if you stated your request as the OP in this very thread states "WIDTH x HEIGHT" so as to not confuse everyone with your request.

2560p would be something like 4560x2565 and 1920p would be something like 3424x1926... so if we went by your specific request literally, you would have a pretty weirdly sized image going on.

For pictures like that, try reddit's image restoration subs. Anime pictures are easy, and everyone that does requests in these threads knows the "process" for good looking ones. Real life pics are much different and take different tools. And sometimes, you're better off tracking down the original artist/photographer and asking for the original pic.
Some requests in these threads baffle me. It's easier to re-draw the whole picture entirely than remove text over complex backgrounds. Photoshop does have its limits. Seeking out the original artist and asking for a no-background or no-text version can be faster and easier.
