I actually made that in Paint.NET, it's really easy to use. Not as advanced as the ones you mentioned though, but you can extended it with user made plugins.

Creator of >>8100397 >>8100398 and >>8100399 here. If we're handing out recommendations then I'll give a strong one for Inkscape. It's a vector editor as opposed to a raster editor, so it's a pretty different style of drawing compared to GIMP and Paint.NET, but it's really nice when you get used to it. Imported raster images can be scaled without losing quality, you can use the area outside the page as a scratch board, the final image can be exported to any resolution you want, etc. All the images I uploaded were made in Inkscape (though i did use GIMP for the second one to make some masks).

Also, I dug up another wallpaper. This one was made in Blender back in 2018.

I guess the best analogy would be that you manage them a bit like you would if you printed them out to make a collage. You can apply masks to cut things out of them and perform some basic transforms like rotate and skew, and there are filters which can do some more advanced stuff, but you're mostly limited to whatever data is already in the image. Inkscape isn't really made to manipulate photographs, so tools like heal, smudge, and fill aren't included. If that's what you're looking for then something like GIMP or Paint.NET is probably what you want.

Python. Mostly using specifically the imageops.colorize() function from PIL, which is probably not the most efficient tool for the job but it works for my purposes. I basically make a black and white wallpaper that looks like pic related, stamp the hexcodes and a human-readable colour name onto the image, and then recolour it.
