I've always wondered about that show. Is it really shonen? It definitely seems shonen with all the hot women, but it feels like every episode is meant to encourage women to go to the gym. It addresses women-specific issues and reasons that women might want to work out, and it completely ignores the reasons that men would work out.
Really the only male targeted aspect of the show is the fanservice, but that could also be explained as showing how hot women can be if they work out as a way to motivate them. And the outfits aren't particularly revealing, they're just ordinary gym outfits for women.
