You're misunderstanding and conflating a few things.
On TV, there's an organization called the BPO which censors and changes programming to match certain "safe" standards, compliance コンプライアンス, which in reality killed anything interesting to be shown anymore. It really ramped up from 2017-2019, with many execs quoting "current year" and global standards.
On the internet, they simply are just following platform rules so the same "safe" standards have to be followed just to make money. There's also the revenue streams from female fans which is also a boost and they seem to prefer safe content as well.
Idols simply follow the current trends to make money.
