My prediction is, that a software-bug caused both engines to shut off.
The landingflaps are not necessary at that stage of the flight, or at least would not cause such a terminal loss of hight. Modern planes are able to circle an airfield with one engine, so just losing 1 wouldn't do it either.

The investigation hasn't come out yet. However there are a few things that have come out that I have not seen confirmed yet.
They took off midfield instead of doing a full length takeoff. Probably not a problem most of the time, however on a hot day, the air is thin and engine performance is low.
There is a possibility the plane got enough lift in ground effect to get off the ground but could not climb out of ground effect since it lacked the speed needed to generate the required lift. Doing a full length takeoff so they could build more speed in ground effect before climbing out could have prevented this.
Most airliners require flaps to be extended a small amount for takeoff. It's hard to tell if they had proper flaps or not from this video.
They had the gear down still when they crashed. This is unlikely a mistake and more that they were more concerned with getting the plane to climb than following the rest of the takeoff to climb checklist.
Another possible cause is fuel contamination that causes a flame out of either one or both engines. Being that low there was no way to relight the engines. Their only choice was to choose the flattest place to set down and hope for the best.

We'll find out more once the investigators write up their findings.

Aviation generally always designs for a fail safe design. So if some sensor that controlled the fuel pumps encountered an error, they would pump at full. There could also be mechanical primary pumps and electric auxiliary pumps which can cover for a failed mechanical pump.
