No, realism (like racial representation) is a westoid meme. In Japan the schools have regulations and shit forcing everyone to have black hair (if their natural hair color is too light they have to dye it black) and shit so that no one stands out. So, virtually all anime choose character colors more based on character branding/recognizability not racial representation or anything like that. There's actually a term for it but I don't remember it.
There are a few exceptions to this where anime will purposely depict characters as Japanese. Typically with anime that try to have a more realistic grounded feel and naroukei slop where the plot is literally "a Japanese shounen gets sent to a medieval European like world and civilizes them by teaching them basic modern Japanese knowledge".

If you're a corpo, you need consistency. It looks jarring when you have different art styles on screen and especially when you have different styles on stage. As a corpo you don't want the best rigging, you want the best rigging you can rely on, that can be preroduced by multiple employees into the future. You could try to find the absolute best rigger out there, but they'd likely be some savant genius who you'd have to work to the bone while dealing with their neurodivergence. It's just not really a risk you can take. Even as an indie, there is some risk that comes from relying on the very best you can get, but it's usually worth it.

I don't know if it's a risk so much as a cost benefit analysis and a logistical issue. You probably can't even commission a top rigger to debut 3 people at the same time. Phase models have been re-rigged so it's not out of the question, but damn is it disappointing when these known indies end up with a step down. It really is too bad because I like the models themselves.

A couple notes.
webm-for-4chan doesn't normally use a resolution of 1920 for a clip of 1:30. It'll pick between 960 and 1024.
fps is automatically reduced based on clip length, there's usually no need for a manual override.
Audio under 80k is mixed down to mono, so it still usually sounds fine unless it's music or ASMR that relies on stereo effects.
There's a bitrate cap that prevents short clips from having an unnecessarily large size. It has to be over roughly 18 seconds for it to hit 6MB.

I think there is an argument about consistency but cillia doesn't seem to be the only rigger who is doing crazy over the top rigging. At the very least, it doesn't seem she's the one who made Sleepy's previous rigging.
