Look at the floor display, the elevator doesn't know where it is. That means none of the limit switches worked and if the limit switches don't work, you can safely assume that the final limit doesn't work as well. There are two final limit switches in an elevator shaft, one at the very top and one at the very bottom and their only purpose is to stop the elevator from crashing into the control room or crashing into the pit.
Normally when an elevator triggers the final limit, the whole machine freezes up and goes into emergency mode. Not even firemen who are able to put the elevator into Fire Mode 2 can control the elevator, you have to get actual technicians into the control room at the roof to regain control and move the elevator manually under super strict safety protocols.
