Really it's keyframes that bloat filesize. By reducing the framerate, you're reducing the number of keyframes indirectly, and really if you make it one keyframe the size is about the same at 24fps. Though all things being equal, encoding speed is way faster at 1fps.

op here. Reducing frame rate did reduced the file size, but it also reduced the overall bit rate. My only objective was to get an existing 6.85mb @ 144kbps file under 6mb's without losing any noticeable audio quality (I could detect none with these old ears of mine)

using Convertophile/ffmpeg (I like things simple)
24 fps - 5.51mb - overall br 123 kb/s (posted)
1 fps - 4.49mb - overall br 100 kb/s less than 10 secs to process, super fast

The main thing is I've learned a lot from your insight. You've helped a great deal.

In my A/B test, the size difference between 24 fps and 1 fps was 0.1MB when using one keyframe (that is, the keyframe interval matches the duration of the video)
Video compression works by taking the delta between keyframes, so individual frames that don't change take up a minuscule amount of space. Since it's a static image, there is no need for more than one keyframe.

Using the program I used you don't have that kind of overall control. Handbrake will give me more control and a tad better results, but 5 fps is as low as you can go. Like I stated I cant tell the diff between the 2 files. I'm coming at it more from a theory angle. I've made a few tweaks to my script based on some of the discussion here.
webm related was made by simply specifying the youtube link and the "--static_image" flag, and it only took a few seconds to encode. It chose 120kbps audio which isn't far off from what can be done manually. Consider checking it out if you're not averse to the command-line:

Think about it this way. When a video is decompressed for display, it's like a reel of film. Every frame is there according to the fps (variable framerate is a different story but that's not what we're talking about). During compression, those frames are stored by taking snapshots of the "reel" as keyframes (aka I-frames). Each of these takes up a lot of space because they're complete pictures. Frames that come after this are P-frames, which store the difference from an I-frame rather than the full frame information.

Think of a webm where someone is moving and they leave behind a trail of compression artifacts. For display purposes, all the frames are there, you can step through frame-by-frame. But those frames are really reconstructed based on one I-frame. So that means for a static image, all P-frames are just a few bytes of overhead with the delta information being empty. It's not "one frame", all the frames are reconstructed, it's how video compression works on a fundamental level, we're just talking about an extreme example where we only need one I-frame.
